The machine is on the top of the building where you can look over the City. You have to take the elevator to the 29th floor and after paying admission of 3 € you can walk upstairs two floors until you are at the top.

Nov 19, 25 update:
Machine is still there, taking 2€ + 5 cents (2x1€ or 1x2€).
Entry to the place is now 5€ that you have to provide in coins, but there are multiple change machines in the same floor. Machine works very fluidly and has now 3 designs. As I do not know exactly the rules of the site, I will not add the images of the website that I found out this machine from, but the new machine image and scans of the coins can be seen in the link https://elongatedcoin.hpage.com/leipzig.html , machine is number 40 in the list. Therefore, the images in this page are obsolete.
